JA developed a Spanish-speaking Community Implementation Review Board for the Regional Council of Federal Region VIII (Colorado, Wyoming, Montana, North Dakota, South Dakota and Utah).

Spanish-speaking community leaders from the six states were identified and recruited to participate in setting guidelines for the creation of a Board that would provide input into the planning, development, implementation and evaluation of federal programs and agencies in that region.
