Over a five-year period, our firm assisted USAID/El Salvador in the development of a project paper, with the goal of enhancing the capability of Salvadoran managers in policy formation, program planning and implementation, and program and project monitoring.

Specifically, the JA education and training specialist interviewed key personnel in USAID, the private sector and Salvadoran government agencies to determine the training needs for mid- and upper-level managers. The specialist designed a comprehensive training plan based on these needs and wrote appropriate sections of the project paper. The plan combined short-term in-country training with short- and long-term international training in a way that complemented the ongoing training activities of the Mission.
